Governing System
Ogden City operates under a Mayor-Council government system. This form of local government is patterned after both the State and Federal government and has definite checks and balances. The Mayor has administrative and executive responsibility, while the City Council has legislative responsibility.
The Mayor-Council government consists of two branches:
- The executive branch is comprised of the Mayor and city departments
- The legislative branch is comprised of the City Council and its staff

Mayor
The Mayor retains significant budgetary and administrative authority while being held responsible for the day-to-day operations of the City. The Mayor’s authority includes establishing and proposing the City’s budget, appointing department directors, and exercising veto power.

City Council
The City Council is the City’s legislative body and is responsible for establishing laws and policy. Duties also include adopting the City’s budget, approving the City general plans, deciding what services to provide at what level, and determining tax and fee rates.The Council will provide consent for appointments of City positions, conduct financial and management audits, pass resolutions, and respond to the needs of citizens.

Redevelopment Agency
Ogden's Redevelopment Agency (RDA) was created to encourage private investment in blighted areas of the community or areas with a demonstrated need for economic development.
Members of the Ogden City Council serve as the Redevelopment Agency (RDA) Board of Commissioners with the Mayor serving as its Executive Director. The Commission approves the RDA budget, programs, policies, and any large projects that are proposed.

Municipal Building Authority
The purpose of the Municipal Building Authority (MBA) is to acquire, improve, or extend projects and to finance their costs on behalf of the City. Some projects undertaken by the MBA include renovation of the Ogden Municipal Building, the Municipal Gardens, the Ogden Stadium, and the Ogden Public Works Building. The governing board of the MBA comprises all members of the City Council as Trustees. The Chair of the City Council is the Chair of the MBA Board.
